For the project of Ministry of Commerce’s Candidate List of Law Firms—Sub-List for International Investment (Foreign Law Firms), the maximum number of the winning Bidder shall be 20. In case the number of the bidders who are qualified and substantially responsive to the bidding document after evaluation is between 11 to 20, the last one in comprehensive score shall be phased out.
投标人应当具备下列条件：

（1）投标人应为在中国境外合法设立的律师事务所（含在港澳台地区注册的律师事务所）.投标人不得以其驻华代表机构的名义投标，但可通过其驻华代表机构办理相关事宜；
Bidders shall be law firms legally established outside the territory of China (law firms registered in Hong Kong, Macao and Taiwan of China included). The bidder shall not submit bid in the name of its representative office in china, but can deal with the relevant matters through the representative office；
（2）具有独立承担民事责任的能力；
Having the ability to independently bear civil liabilities;
（3）具有良好的商业信誉和健全的财务会计制度；
Having good business reputation and sound financial and accounting system;
（4）具有承办委托法律服务事项的团队和能力;
Having a team with the ability to undertake the entrusted legal services.
（5）已购买本项目招标文件。

1.本项目招标文件以两种形式发售：PDF格式电子文件和纸质版文件。

2.招标文件发售时间（北京时间）：2018年7月23日上午9:30至2018年9月12日下午4:00（周六日及法定节假日休息）。

Bidders can browse the summary content of the bidding document after registered on China General Tendering Website (www.china-tender.com.cn). Submission of Bids
1. 投标截止时间（北京时间）：2018年10月9日上午9:30。所有投标都应在此时间之前递交给采购代理机构。
Deadline for submission of bids (Beijing time): 9:30 a.m. October 9th, 2018. All bids shall be submitted to the Procurement Agency before this time.
逾期送达、未送达指定地点或未按招标文件要求密封的投标文件，采购代理机构拒绝接收（参见本招标文件第二章4.2.2）。
Late submission, or bids not submitted to the designated place or not sealed as required by bidding documents shall be refused by the Procurement Agency. (see section 4.2.2 of Chapter 2 in the Bidding Document).
未按照招标文件要求装订（如采用活页夹方式或未装订）的投标文件为无效投标文件（参见本招标文件第二章3.7.5、第三章2.1.4）。
Bids not properly bound as required by bidding documents（For example, bound in spring binder or unbound） are invalid (see section 3.7.5 of Chapter 2 and Section 2.1.4 of Chapter 3 in the Bidding Document).
