1. 中华人民共和国已从国际复兴开发银行（以下简称世界银行）获得一笔以多种货币计算的贷款，用于支付柳州市环境治理项目（二期）的费用，并计划将一部分贷款用于本次招标后所签订的合同项下的合格支付。
2. 中机国际招标公司受柳州市污水治理有限责任公司委托，邀请合格投标人就下列货物和有关服务提交密封投标：
项目名称：柳州市白沙污水处理厂（二期）工程设备供货、安装及调试合同
项目概况：本工程位于柳州市跃进路126-1号，一期已建规模为100,000m3/d，本次扩建规模为80,000m3/d。污水处理工艺采用具有除磷脱氮功能的A2/O生物处理工艺，本工程尾水执行GB18918-2002《城镇污水处理厂污染物排放标准》规定的一级B排放标准，经污水厂处理后的尾水可直接排入廻龙冲沟，污泥处理工艺为“污泥浓缩→污泥脱水→污泥外运”。工期为300日历天。
3.投标人的部分资格要求包括：（1）特殊经验：在过去的5年中（2010年1月1日起，以竣工验收时间为准），投标人作为承包商参与至少2个城市污水处理厂（规模大于等于6万m3/d）设备供货合同，每个合同金额至少人民币2400万元，现已实质上完工并成功运行。（2）财务要求：a.过去三年，投标人最低平均年营业额为人民币7200万元；b.投标人必须提供资料证明其最近一年的运营资本和信贷额度可以满足其投标报价和正在履行的合同的需要。做为最低要求，投标人必须提供至少人民币 900万元的银行信贷证明或等值货币。更进一步详细信息将在招标文件中提供。
4.有兴趣的合格投标人可在下述中机国际招标公司（中国北京市丰台区西三环中路90号通用技术大厦1层）得到进一步的信息和查阅招标文件。
5.有兴趣的投标人可从2015年4月13日起每天（节假日除外）上午9：00至11：30，下午1：30至4：00（北京时间）在下述地址（中国北京市丰台区西三环中路90号通用技术大厦1层）购买招标文件，本招标文件每套1500元人民币，售后不退。如欲邮购,需另加100元人民币邮资。
6. 所有投标书应于2015年5月28日北京时间上午9：00之前递交到广西柳州市跃进路126-号柳州市污水治理有限责任公司二号会议室，并须附有金额为60万元人民币的投标保证金。
7.兹定于北京时间2015年5月28日上午 9:00在广西柳州市跃进路126-1号柳州市污水治理有限责任公司二号会议室公开开标。届时请参加投标的代表出席开标仪式。

1. The people’s Republic of China has received a loan from the International Bank for Reconstruction (the Bank) toward the cost of Liuzhou Environment Management Project II (LZEMP II), and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply, Installation and Commissioning of Equipment for Liuzhou Baisha Wastewater Treatment Plant (phase II).
2. CMC International Tendering Corporation entrusted by Liuzhou Municipal Wastewater Treatment Co., Ltd now invites sealed bids from eligible and qualified bidders for the following goods and relevant service:
Name of project: Contract of Supply, Installation and Commissioning of Equipment for Liuzhou Baisha Wastewater Treatment Plant (phase II)
Profile of project: The project is located at No. 126-1, Yuejin Rd., Liuzhou City. The capacity of the completed first phase is 100,000m3/d, and the scale of this expansion is 800,000m3/d. The nitrogen and phosphorus removal A2/O biological treatment process is adopted. First Class B discharge standard specified in GB18918-2002 Discharge Standard of Pollutants is implemented for the effluent. After treatment in this wastewater treatment plant, the effluent can be discharged into Huilong ditch. The sludge treatment process is “sludge thickening →sludge dewatering→sludge transport”. The construction duration is 300 calendar days.
3. Qualification requirements for the bidders include: (1) special experience: Participation as contractor, in at least 2 urban wastewater treatment contracts for supply of equipment within the last 5 years (from Jan. 1, 2010, evidenced by completion and acceptance time, with scale equal or more than 60000m3/d), each with a value of at least RMB 24 million, has been successfully and substantially completed. (2) financial requirements: a. Minimum average annual turnover shall be RMB 72million. b. Bidders must provide documents to certify that its working capital and bank credit for the recent year can satisfy the requirements of its bid price and contracts under implementation. As minimum requirement, bidders must provide bank credit certificate of at least RMB 9 million, or in other currencies of equivalent value. Please refer to the bidding documents for detailed information.
4. Interested eligible bidders may obtain further information from CMC International Tendering Corporation and inspect the Bidding Documents at the address given below（1st Floor of General Technology Building, No. 90, Xisanhuanzhong Road, Beijing City）.
5. A complete set of Bidding Documents may be purchased by interested bidders at the address below（1st Floor of General Technology Building, No. 90, Xisanhuanzhong Road, Beijing City） from AM 9:00 - 11:30 to PM 1:30 -4:00 (Beijing Time) from April 13, 2015 (excluding holiday and vacation) and upon payment of a non refundable fee RMB 1500. If the Bidding Documents is purchased through mail order, additional RMB 100 is required for postage.
6. Bids must be delivered to No.2 Meeting Room of Liuzhou Municipal Wastewater Treatment Co., Ltd (No.: 126-1, Yuejin Road, Liuzhou City) at or before AM 9:00 of May 28, 2015. All bids must be accompanied by a Bid Security with amount of RMB 600,000.00.
7. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at No.2 Meeting Room of Liuzhou Municipal Wastewater Treatment Co., Ltd (No.: 126-1, Yuejin Road, Liuzhou City) at AM 9:00 of May 28, 2015.
