说明：投标人应对项目项下所有设备进行完整投标，否则将被视为未实质性响应招标文件，其投标将被否决。
3.1 投标人须为中华人民共和国或与中华人民共和国有正常贸易往来的国家或地区依法成立、有效存续的独立法人（国内投标人须提供：营业执照复印件；国外法人机构或组织须提供：注册证明文件复印件）。
3.2 投标人提供近三年（自2023年1月1日至投标截止之日，以验收时间为准），须至少具有一个与本项目同类型的片剂铝塑包装稳定速度≥600板/分钟（一次冲切出三板铝塑板）且模宽≥240mm的通过验收的供货业绩。须提供业绩的产品版面图、验收报告、合同关键页复印件，其中涉及商业机密的部分可隐去，但须能够充分体现满足本条款要求的合同签订时间、采购内容、合同签订各方名称等内容。合同中的产品名称与本条款要求不一致的，可提供技术协议等其他补充证明材料。评标委员会保留审核证明材料原件的权利评标委员会保留审核证明材料原件的权利，以上材料须提供复印件加盖投标人公章或签字，否则视为无效证明文件。
3.3 投标人须提供《诚信声明》（格式自拟），承诺遵守中华人民共和国相关法律、法规，并不存在下列情形：
（1）存在与投标货物或业务相关的未决诉讼和不良履约记录的情况；
（2）被国家、福建省（含市或任意区县）有关行政部门处以暂停投标资格行政处罚，且在处罚期限内。
投标人须提供其开户银行在开标日前三个月内开具的资信证明。如投标人为中国境内注册的企业还应提供中国人民银行核发的开户许可证或基本开户证明复印件（政策调整后无法提供的出具其他证明材料）。
3.4投标人须于投标前在必联网（https://www.ebnew.com）或机电产品招标投标电子交易平台（https://www.chinabidding.com）完成注册及信息核验。

(1) The equipment is a roller plate machine or flat plate machine, with a stable operating speed of ≥ 600 plates/minute (Three aluminum-plastic panels are punched out in a single operation), and is equipped with a high-performance visual image inspection device. The forming, punching, traction, heat sealing and lane separation stations are all servo-controlled. It is equipped with a ≥ 15-inch industrial control screen, and the system should have batch report management and audit trail functions. (2) Stable production speed: ≥ 600 boards/minute, qualification rate ≥ 99.9%. (3)PVC Thickness: 0.20–0.40 mm; Aluminum Film Thickness: Fully applicable. (4) When the feeder operates at a production rate of 600 tablets per minute for lozenges, the material filling rate shall not be less than 99.9%. The pharmaceutical products delivered to the blister cavities shall be free of fine powder or particulate matter, and shall enter the cavities accurately and completely without occurrences of broken tablets, upright tablets, or overlapping tablets. The feeder shall ensure unobstructed material discharge without clogging during operation, and the discharge rate shall be synchronized with the overall machine speed. |
Delivery period: For goods provided from outside the People's Republic of China, they shall be delivered CIF Xiamen Port within 360 calendar days after the contract is signed, without transshipment. Installation, commissioning and acceptance shall be completed within 30 calendar days after the equipment arrives at the project site, subject to the notice of the tenderer. For goods provided within the People's Republic of China, they shall be delivered to the tenderer's site within 360 calendar days after the contract is signed, and installation, commissioning and acceptance shall be completed within 30 calendar days, subject to the notice of the tenderer. |
Specification: Bidders shall submit a complete bid covering all equipment under the project. Failure to do so shall be deemed a failure to substantially respond to the tender documents, and their bids shall be rejected.
3. Qualification Requirements for Bidders
3.1Suppliers from the People's Republic of China or countries/regions having normal trade relations with the People's Republic of China are eligible to participate in the bidding.
3.2 Successful completion as main supplier within the last 3 years(January 1, 2023, to the bid submission deadline, with the acceptance date as the reference)of at least one completed and accepted supply performance record for tablet aluminum-plastic packaging systems of the same type as the project, which meets the following technical parameters: a stable production speed of no less than 600 boards per minute (with three aluminum-plastic boards punched out in a single operation) and a mold width of no less than 240 mm.
Bidders shall provide the following supporting documents for the performance record: copies of the product layout drawing, acceptance report, and key pages of the contract. Commercial confidential information may be redacted, but the remaining content shall clearly demonstrate the contract signing date, procurement scope, and names of all contracting parties as required by this clause. If the product name specified in the contract does not align with the requirements herein, supplementary supporting materials (e.g., technical agreements) may be submitted.
The Bid Evaluation Committee reserves the right to verify the original copies of the supporting documents. All aforementioned documents shall be submitted in duplicate with the bidder’s official seal or authorized signature affixed; otherwise, the documents shall be deemed invalid.
3.3 Bidders shall submit an Integrity Declaration (self-formulated format), in which they shall commit to complying with the relevant laws and regulations of the People's Republic of China and confirm that the following circumstances do not apply to them:
(1) Pending litigation cases or adverse performance records related to the bid goods or business scope;
(2) Administrative penalties imposing a suspension of bidding eligibility issued by relevant state authorities or authorities at the level of Fujian Province (including its municipalities or any county/district-level administrative divisions), with the penalty period still in effect.
Bidders shall submit a credit reference certificate issued by their depository bank within three months prior to the bid opening date. For bidders registered as domestic enterprises in the People's Republic of China, a copy of the Basic Deposit Account Permit or basic deposit account certification issued by the People's Bank of China (PBC) shall also be provided; if such documents cannot be obtained due to policy adjustments, alternative supporting materials shall be submitted to demonstrate the validity of the basic deposit account.
