投标人应对合同包下全部货物投标。
3.投标人应满足如下资格标准：
投标人应具备利用国外政府贷款类似医疗设备采购项目和长期国际贸易经验如下：
过去三年（2016-2018）在医疗设备领域和/或科学实验室设备销售方面的平均年营业额达到1500万欧元或等值其他币种，且公司资产至少要达到200万欧元或等值其他币种。
最近三年（2016-2018）税前盈利等于或大于0欧元或等值其他币种。
最近五年（2014-至今）拥有持续的业务量。
过去五年（2014-至今）至少完成2个类似的外国政府贷款或国际金融组织贷款医疗设备采购项目，每个项目的合同金额不低于1000万欧元或等值其他币种。投标人须提供采购合同和收货证明（或提单或验收证明），上述证明必须加盖投标人公章。
财务和技术能够达到完成项目的水平。投标人须提供相关证明材料。
投标人须具备质量管理体系（ISO）9001证明。
国内投标人应提供《医疗器械经营企业许可证》及相关管理机构出具的进出口企业资格证书或对外贸易经营者备案登记表。
4. 有兴趣的合格投标人可从买方代理办公室（地址如下）获得更详细的资料，查阅和购买招标文件，自2019年9月5日起至2019年9月25日止每天(节假日除外)上午9:00-11:00，下午14:00-16:00 (北京时间)在买方代理处。
5. 购买整套招标文件（招标文件每套售价6,000元人民币或700欧元，邮购另加收700元人民币或100欧元快件费），文件售后款项不予退还。
6. 买方代理和买方不负责投标人因准备或递送投标文件而发生的任何费用。
7. 投标文件须在2019年10月29日09：30时（北京时间）之前送达本公告末尾处买方代理地址。不接受在此日期和时间后收到的投标文件并且不开封退回。投标文件必须伴随有一份投标保函原件，保函金额为260,000.00欧元。迟交的标书将被拒绝。在KfW出具了技术部分、商务部分、服务和其他内容的批复后，买方代理将已书面形式通知投标人代表将出席价格标开标。

Bidders should quote the whole package of the above goods.
Only eligible bidders with the following key qualifications should participate in this bidding:
The Bidder should have long-term international trade experience, integrating capability in similar medical equipment procurement projects by using foreign government loan experience as following:
Average annual turnover of Euro 15 million or equivalent convertible currency in the past three years (2016-2018) in medical equipment and/ or scientific laboratory equipment sales and have a minimum equity of 2 million Euro or equivalent convertible currency;
Annual Profit shall be equal or larger than EUR 0 with the last 3 years (2016-2018);
Continuously in business during the last 5 years (from 2014 until present);
Completion of at least two similar medical equipment procurement projects with a minimum amount for each contract of not less than 10 million Euro or equivalent convertible currency in the last 5 years (from 2014 until present) funded by foreign government loan or an international financing institution. The Contract and Cargo Receipt (or Bill of Lading or Final Acceptance Certificates) of the projects shall be provided and sealed by the Bidder.
Financial and technical capability necessary to perform the contract. Relevant certified document evidence shall be provided.
Bidders should have the International Standard Organization (ISO) 9001 quality system certification.
The domestic bidder should provide Medical Equipment Operating Permit and Qualification Certificate of Import Enterprise or Record Registration Form for a Foreign Trade Operator issued by the relevant management authority.
Interested eligible Bidders may inspect the Bidding Document at the address given below from September 5, 2019 to September 25, 2019 during working hours 9:00-11:00, 14:00-16:00. (Beijing Time), except weekends and holidays.
The Bidding Document, in the English language, may be purchased from CITC by interested eligible Bidders upon submission of a written application to CITC and payment of a nonrefundable fee of RMB 6000 or Euro 700. The method of payment will be by cash or cashier’s check. For mail orders, the document will be sent by courier at an additional cost of RMB 700 (for domestic delivery) or Euro 100 (for overseas delivery).
No liability will be accepted for loss or late delivery. CMC International Tendering Co., Ltd. and Hefei No.5 People’s Hospital will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids.
Bids must be delivered to CITC at the address below on or before October 29, 2019, 9:30 a.m. (Beijing Time). All Bids must be accompanied by a Bid Security with an amount of Euro 260,000.00 in the form and amount described in the Bidding Document. Late bids shall be rejected. Bid Price will be opened in the presence of the Bidders' representatives who choose to attend at CITC after KfW issued the no objection letter on the commercial, technical, Service and Others Comparison evaluation report. CITC will send the notification to all the bidders for the time and address for bid price opening.
