The Government of the People’s Republic of China has received the loan from the Asian Development Bank, toward the cost of Loan 2940-PRC: Hubei Huangshi Urban Pollution Control and Environmental Management Project and it intends to apply part of the proceeds of this loan to payments under the Contract [No. WW-E01] for Purchase of Goods Supply & Installation Works of Online monitoring system. 2. Instrimpex International Tendering Corporation (hereinafter called “Procurement Agent” authorized by and on behalf of Huangshi Urban Construction Investment and Development Company (hereinafter called “Employer”) invites sealed bids from all eligible and qualified bidders for under mentioned goods/services and installation works: Drive server, LED large screen, development version of system software platform, running version of system software platform, real time database, web server software, IO data acquisition, monitoring software, atomic absorption spectrophotometry meter, ultraviolet visible spectrophotometer, visible light photometric meter. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB. 4. Interested eligible bidders may obtain further information from Instrimpex International Tendering Corporation working time (9:00-16:00) (Beijing Time) and inspect the Bidding Documents at the address given below. 5. Qualifications requirements include: Net worth should be positive of finicial year 2012, 2013 and 2014; The bidder shall totally have at least ①two contracts of drainage facilities monitoring system project of similar sanitation goods supply and installation works, each Contract value shall not be less than CNY3,500,000 or an equivalent amount in foreign currency; and ②two contract of laboratory analysis equipment project of similar sanitation goods supply and installation works, each Contract value shall not be less than CNY1,000,000 or an equivalent amount in foreign currency within recent five years of 2010, 2011, 2012, 2013 and 2014. Attached with the copies of the supply and installation Contracts or Notice of Award / Letter of Acceptance; For domestic bidder, Certification of “Professional Electrical and Mechanical Equipment Installation Engineering Contractor Class III” or above (Class II, Class I or Super Class); or Certification of “General Contracting of Mechanical and Electrical Installation Engineering Class III” or above (Class II, Class I or Super Class), Issued by Chinese construction industry administrative departments. Foreign bidders shall possess similar certification from their own jurisdictions. Detailed qualification requirements are found in Section III of the Bidding Document. 6.
