1. The Government of the People’s Republic of China has received the loan from the Asian Development Bank, toward the cost of Loan 2940-PRC: Hubei Huangshi Urban Pollution Control and Environmental Management Project and it intends to apply part of the proceeds of this loan to payments under the Contract [No. LR-C01-1] for Civil Works for Ci lake dredging part 1 under the Contract No. LR-C01-1.
2. Instrimpex International Tendering Corporation (hereinafter called “Procurement Agent” authorized by and on behalf of Huangshi Urban Construction Investment and Development Company (hereinafter called “Employer”) invites sealed bids from all eligible and qualified bidders for under mentioned civil works:
Civil works of Ci lake dredging part 1; construction duration: 365 calendar days. Details as per BD.
3. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One Envelope procedure and is open to all bidders from eligible source countries of ADB.
4. Interested eligible bidders may obtain further information from Instrimpex International Tendering Corporation working time (9:00-16:00) (Beijing Time) and inspect the Bidding Documents at the address given below:
5. Qualifications requirements include:
a. Financial report of the years 2012, 2013, and 2014. Net worth should be positive;
b. Minimum average annual construction turnover of CNY120 million or equivalent in foreign currency calculated as total certified payments received for contracts in progress or completed within the last year (year 2014).
c. The bidder in the recent five years of 2010, 2011, 2012, 2013 and 2014 shall have at least two (2) Contracts of Dredging sludge dewatering and solidification Engineering (each of the value exceeds CNY48,000,000.00 or other equivalent foreign currency) that have been successfully or substantially completed. Copies of Contracts including Bill of Quantity and Completion Acceptance Certificate shall be submitted by the bidder.
d. Domestic Bidder shall possess <Construction Enterprise Safety Production License> issued by the Ministry of Housing and Urban-Rural Construction of the People's Republic of China (MOHURC).
e. Domestic bidder shall possess any of the following certificate issued by MOHURC: 1) first level or above Qualification Certificate for <Water conservancy and hydro-power engineering construction general contracting> ; and/or 2) first level or above Qualification Certificate for <Municipal public works construction general contracting>; and/or 3) first level or above Qualification Certificate for <Port and channel engineering construction general contracting> ; and/or 4) first level Qualification Certificate for <Professional contract regulation project of rivers and lakes>.

6. A complete set of Bidding Documents in English may be obtained by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY1000 or equivalent USD. The method of payment will be cash or Telegraphic Transfer.

7. Bids must be delivered to the address below at or before 10:00 AM (Beijing Time) on November 26th, 2015. Late bids will be rejected. Bids will be opened immediately after the deadline for bid submission in the presence of Bidder’s representatives who choose to attend. All bids must be accompanied by a bid security as described in the bidding document.
